Leadership
Tony Fanelli
President, Union Work Force
Tony Fanelli is President of Union Work Force, leading the company’s signatory-contractor model that creates, protects, and expands opportunities for unionized workers.
Fanelli brings more than three decades of experience in labour relations, human resources, and construction management across major infrastructure and industrial projects. He has held senior labour relations roles with global engineering and construction firms including Bantrel (Bechtel), Fluor, and SNC-Lavalin, and has led province-wide collective bargaining and labour strategy for Ontario’s unionized industrial, commercial, and institutional construction sector.
His career includes negotiating and administering complex project labour agreements across energy, infrastructure, manufacturing, and heavy industry in Canada and the United States, and working with First Nations communities on project labour frameworks. He was a founding business director of the Construction Sector Council for Canada (now BuildForce Canada).
At Union Work Force, Fanelli leads commercial and labour strategy for the signatory-contractor platform — bringing work to the hiring hall, delivering scopes under collective agreements, and building toward a connected workforce ecosystem under Union Global.

Union organizations maintain membership, certifications, seniority and wage frameworks. UWF holds the commercial contract with the client and engages union labour through the proper channels under signed collective agreements.

UWF holds CBAs with many of the large unions and delivers client scopes within those agreements. Union membership, dispatch, training and representation remain with the organizations that maintain them.

UWF is part of Union Global. Our role is commercial: taking on project scopes and delivering them with union labour. Union Software’s role is operational infrastructure for unions, including membership, hiring halls, dispatch and learning management. These are complementary responsibilities.
